Town of Williamson- Wayne County, NY
The Town of Williamson, NY now has one of the largest solar panel areas in the Finger Lakes Region. Construction was completed in late 2014 for a 1.5MW solar array, which consists of nearly 5,000 solar panels and is built on top of the closed Pound Road landfill in Williamson. This solar photovoltaic system supplies enough electricity to meet all of the current demand of the Town’s municipal facilities, making Williamson the only town in NY State to get all of its electricity from solar power. Larsen Engineers was the the engineering consultant on this project and assisted Williamson with each phase of the project from planning to implementation. The selected solar developer was Sustainable Energy Developments (Ontario, NY). The project was funded under the NY-Sun Initiative Program, which is run by NYSERDA and is part of Governor Cuomo’s commitment to protect the environment. The array became operational in December 2014. The Town anticipates significant savings from this project, $27,000.00 in savings in 2015 and up to $1.5 million in savings over the next 25 years.

Larsen’s role in this project:

  • Larsen Engineers educated the Town about this solar opportunity.
  • Larsen sought Request for Proposals from certified solar PV panel installers, to submit their bid proposal for determining the best value for the Town based on life cycle cost analysis.
  • Provided a deep perspective on design
  • Provided Pro-forma financial review of the project for the Town
  • Provided permitting expertise, civil and structural engineering, power purchase agreement (PPA) contract review, and construction monitoring
  • Provided performance verification.

Solar Grants awarded Sept. 2014

City of Ogdensburg – St. Lawrence County, NY

The City of Ogdensburg was awarded a grant through the  NYSERDA PON 2956 Grant Program for a 1.1 MW solar power array.

Some background:

The City started evaluating the feasibility of generating Green solar energy and engaged Larsen Engineers to help assess the Solar Photovoltaic (PV) potential with a grant from NYSERDA. The strategy is to provide long term energy savings by utilizing existing city owned property to build a Solar Photovoltaic (PV) farm.

City’s Goal – has been Achieved:

Per a quote from Ogdensburg’s City Manager, John Pinkerton, “The City of Ogdensburg is concerned about the cost of energy for its operations and has taken steps to develop solar power for stabilizing the cost and achieving savings in the future. Availability of NYS Solar program grants from NYSERDA, has enabled the City to seek a Power Purchase Agreement from Solar PV Developer to reduce the cost of power over the long term, with no capital investment by the CITY.”


Ogdensburg Bridge and Port Authority – St. Lawrence County, NY

groSolar was awarded funding through a NYSERDA PON 2956 Grant for the Ogdensburg Bridge and Port Authority (OBPA)  in St. Lawrence County for a 1.2 MW solar power array.

Some background:

Larsen Engineers assessed the OBPA’s electric bills and identified an appropriate site for a solar array.

Issue:

OBPA owns many facilities that consume a significant amount of energy. The cost of power continues to go up putting pressure on budgets for the Authority. This issue requires energy planning and finding a solution to control future cost for energy.

Solution:

OBPA made the decision to move forward and seek a large scale solar grant from NYSERDA and seek a Developer, offering a long-term Power Purchase Agreement (PPA), to apply for the grant with no upfront capital invested by OBPA. Larsen Engineers completed the feasibility study and helped in competitive procurement of Best Value Developer.

Per a quote from Wade A. Davis, OBPA Executive Director, “OBPA wanted to control the cost of future energy for its operations and pursue Green power alternatives. Availability of NYS Solar program grants from NYSERDA, enabled us to seek a Power Purchase Agreement from a Solar PV Developer (GRO SOLAR) to reduce the cost of power over the long term, with no capital investment by OBPA.”

Benefits:

By offsetting ~100% of OBPAs annual electric consumption, OBPA could attract new firms to its industrial parks on the notion that they are operated entirely by clean renewable solar energy. This value-add proposition could also encourage other local businesses and municipalities to pursue solar energy for their own use, serving as a key economic development driver in the North Country.

The project also serves as an example of dealing with Climate change and reduction of green house gas emissions.

These projects are examples of large scale solar projects where Larsen performed the feasibility assessment and helped the Owner select the solar PV developer via competitive procurement. Larsen will continue to provide engineering services during the implementation phase. Installation is expected in early 2016.


Solar Projects:

Village of Lyons- Wayne County, NY
Larsen Engineers assisted the Village of Lyons in obtaining grant funding through the New York State Environmental Facilities Corporation Green Innovation Grant Program (GIGP) to sustainably retrofit their wastewater treatment plant (WWTP). As part of this project Larsen Engineers designed and managed the installation of a 42.3 kW solar PV project at the Village wastewater treatment plant.  This system was built and commissioned in 2010.


Town of Williamson- Wayne County, NY
Larsen Engineers assisted the Town of Williamson in obtaining grant funding through the New York State Environmental Facilities Corporation Green Innovation Grant Program (GIGP) to sustainably retrofit their wastewater treatment plant. As part of this project Larsen Engineers designed and managed the installation of a 60 kW solar PV project at the Town’s wastewater treatment plant. The wastewater treatment plant solar system was built and commissioned in 2011. Larsen Engineers also assisted the Town in obtaining project funding through NYSERDA for a 48.96 kW solar PV project at the Town Complex.  Larsen Engineers designed and managed the installation of this solar system. The Town Complex solar system was completed in 2012.



Village of Medina- Orleans County, NY
Larsen Engineers assisted the Village of Medina in obtaining grant funding through the New York State Environmental Facilities Corporation Green Innovation Grant Program (GIGP) to sustainably retrofit their wastewater treatment plant. As part of this project Larsen Engineers designed and managed the installation of a 44.16 kW solar PV project at the Village wastewater treatment facility and a 77.3 kW solar PV project at the Village compost facility. Each system was built and commissioned in 2009. Larsen Engineers also assisted the Village in obtaining project funding through NYSERDA for a 50 kW solar PV array at the Department of Public Works building. Larsen Engineers designed and managed the installation of this solar system. This system was completed in 2012.


Village of Elba- Genesee County, NY
Larsen Engineers assisted the Village of Elba in obtaining grant funding through the New York State Environmental Facilities Corporation Green Innovation Grant Program (GIGP) to sustainably retrofit their wastewater treatment plant. As part of this project Larsen Engineers designed and managed the installation of a 20 kW solar PV project at the Village Wastewater Treatment Plant.  This system was built and commissioned in 2010.
