Highway Improvements Pass-Thru Project
Village of Medina, Orleans County, New York

This project involved the reconstruction of 9km of various state highways (Routes 31, 31A, 31E, 63 and Prospect Avenue) within the Village of Medina that had deficient pavement / drainage / parking or had inadequate geometry for traffic movement. Improvements included changes to horizontal and vertical alignments to address safety and capacity concerns; new storm drainage system and separation of sanitary and storm sewers; reconstruction of the pavement structure; and amenities for pedestrians and bicyclists. As a sub consultant, Larsen provided all survey control for mapping; conducted ROW survey and mapping (80+ maps); assistance in development of the Design Approval Document, including the environmental assessment, preliminary and final design of roadway plans, resolution of utility conflicts, and detailed design of storm drainage systems, including separation of storm water and sanitary sewer flows.

Larsen’s environmental review included land use and community cohesion, agricultural impact, impact on historic district, community betterments, wetlands and water quality. Larsen also assisted with inspection of the construction work on Phases 1 and 2. Total participation on the design and construction work by Larsen was approximately 50%. Project cost: $12,000,000.

The project included relocation of an 8” water main and a 3” gas main, as well as other utilities; obtaining permits from NYSDEC for disturbance of streambed and design of new pavement and guide rail system. Work was complicated by proximity to adjacent homes and the Bailey Road intersection just west of the bridge structure. All construction inspection services were provided by Larsen to MCDOT.
